Brief Description of the Major Programs

  1. General Administration and Support Services entail the efficient management of resources, both human and financial, towards the attainment of agency goals. Included here are the following:
    1. General supervision and management
    2. Administrative support, human resource development, supply management and general services
    3. Financial services
    4. Planning
    5. Technical services
  2. Operations includes two major agenda aimed to modernize cotton agriculture and provide a socially-equitable that are interdependent, specifically, (1) Research and Development and (2) Administration and Regulation of the Cotton Industry.
    • The Research and Development program pursues a dynamic, demand-driven and problem-oriented agenda that will modernize cotton production coherent with the industry´s medium-term goals. Specifically, our research thrusts in FY 2007 is a continuation of our FY 2006 agenda as follows:
    1. Varietal development with emphasis on breeding for pest resistance. Under this program, we shall continue with the following projects:
      1. development of local hybrid cotton
      2. conduct adaptability test of the Bt cotton locally as part of the Philippines-China Transgenic Cotton Project
      3. maintain and improve our cotton genetic collection to boost our breeding program.
    2. Pest management studies emphasize the generation of new techniques to improve the current pest control strategies in order to reduce costs, thus, improve income and productivity. This year, we shall continue with the following activities:
      1. conduct multi-location field trials of Bt cotton
      2. improve the current IPM technology
      3. evaluate new cotton pest management schemes and new chemical insecticides introduced in the market
    3. Crop production studies center on developing efficient cotton management system. In the pipeline are the following projects:
      1. develop cultural management technologies appropriate for new cotton varieties
      2. establish technology demonstration trials in collaboration with the local government units and the private sector.
    4. Socio-economics research shall continuously assess the following to support policy formulation and setting of directions:
      1. performance of the cotton technologies in the farms as well as its adoption level
      2. economics of cotton production in various agro-climatic conditions including the crop´s comparative advantage.
    • The Administration and Regulation of the Cotton Industry program includes the delivery of technical services and production support to cotton growers through the following components:
      1. Extension support, education and training services empower cotton farmers through provision of timely technical recommendations and capacity enhancement measures. This function likewise conduct capacity enhancement for cotton technicians, both from the LGU and the regional integrators.
      2. Our extension strategy shall be more innovative adopting the FAO-introduced Farmer Field Schools (FFS). Empowering the farmers shall be highly experiential, participatory and discovery-based.

        Complementing trainings shall be IEC activities focusing on the packaging and dissemination of new technologies to improve their level of knowledge. Notwithstanding is technical assistance through the efficient interpersonal mode.

      3. Production support services include the production and distribution of quality basic seeds of commercial cotton varieties to ensure a steady source of planting materials for higher seed classes. Although registered and certified seeds production is undertaken by the private sector, CODA provides strict technical supervision to ensure quality control.
      4. In addition, CODA shall continue to produce Trichogramma chilonis, a bio-control agent against the major pest bollworm, but at a limited scale, primarily to support research and stock maintenance.

      5. Information support services shall continue to democratize cotton industry information. This component shall harness IT-based information systems to facilitate monitoring and decision making.
      6. Monitoring activities to ensure that plans and programs are successfully implemented for the benefit of the cotton farmers. Implement policies and procedures related to critical processes such as production technology, planting of certified seeds only, and revalidation of commercial areas, planting schedules, testing of chemicals, and establishing lint quality standards.

    Besides the aforementioned activities, CODA shall continue to assist the private sector in the following areas:

    1. Credit facilitation by assisting farmers in loan documentation; conduct Value Orientation Seminars and background/credit investigation to fast-track loan processing.
    2. Market development through market matching, which links farmers to the cotton market thus provide them options to select from the legitimate buyers who can make the best offer.
    3. Post-harvest services include seed cotton ginning and warehousing at reasonable rates, notwithstanding technical assistance to private ginners.
