Ginning Services
What post-harvest support does CODA extend to farmers?
One of the functions of the Cotton Development Administration (CODA) as stipulated in R.A. 8486 or the Cotton Industry Development Act of 1998 is to provide ginning services to cotton growers. Thus, a major component of the Ginintuang Masaganang Ani HVCC-Cotton Program is ginning services, an important development support service to the industry that will ensure ready facilities to process seedcotton harvest, especially in Luzon where the government ginneries are located.
Apart from the fee-based use of its ginning facilities, CODA maintains warehouses where farmers and private traders can store their seedcotton, lint or cottonseeds. Likewise, CODA keeps a record of and provides information on the availability and capacity of privately-owned ginning facilities in other regions of the country.
Where are the ginning facilities located?
CODA has two ginneries, one in San Juan, Ilocos Sur and the other in Alacan, San Fabian, Pangasinan. However, only the latter is being operated. Following are the features of these ginneries:
- San Juan Ginner
- Capacity - 4 bales/hr or maximum capacity of 1,350 MT seedcotton (single shift, 6-month operation)
- Other Features - Warehouse with total floor area of 1,560 sq m
- San Fabian Ginnery
- Capacity - 12 bales/hr or maximum capacity of 4,000 MT seedcotton (single shift, 6-month operation)
- Other Features - Twin warehouses with total floor area of 5,760 sq m

Seedcotton for ginning must be delivered to the CODA ginnery complex at the expense of the client.

Ginning operation starts only when the minimum economic ginning quantity (MEGQ) of 30 MT is available at the ginnery complex.

Moisture content of seedcotton should not exceed 14%.

Seedcotton deliveries must be in jute sacks or other non-contaminating packaging materials .

All seedcotton and recoverable lint and seed products shall be subject to CODA's Grading and Classification Standards. Any seedcotton delivery falling short of the minimum standards shall be refused ginning service by CODA.

CODA, as part of its ginning services, shall provide bale wrappers and bale ties for the lint recovered.

Weight readings made by CODA shall be the official reference weight for all ginning transactions.

The cost of sorting seedcotton, if necessary, to remove foreign materials particularly polypropylene (PP) shall be charged against the account of the client.

Ginning service clients shall have two (2) representatives at every given time to witness the processing of seedcotton until it is released as finished product.

Processed lint and its by-product must be claimed and withdrawn by the client within 20 calendar days upon receipt of "Notice to Pick-up". Otherwise, CODA shall charge warehousing fees of PhP0.15 per kilogram of lint per day of delay, plus PhP0.02 per kilogram per day of delay for cost of insurance.
How much are the charges?
A ginning fee of PhP2.50 is charged for every kilogram of cotton
lint recovered from processed seedcotton, whether industrial or
agricultural, provided the seeds recovered from the same ginning
operation are left to the ownership of CODA. Otherwise, the ginning
fee is PhP7.30 per kilogram of recovered lint. Payment of ginning
fees in full shall be made prior to withdrawal of the lint from
the CODA warehouse. For seed grower clients, partial payment in
the amount PhP2.50 per kilogram of recovered lint may be allowed,
provided that the recovered agricultural seeds are stored at the
CODA warehouse. Only when the balance of PhP4.80 per kilogram of
lint shall have been paid that the agricultural seeds can be withdrawn.
What are the ginning requirements?
Are the cotton products insured?
In case the seedcotton, lint and/or seeds are stolen or damaged due to typhoon, flood, or fire while inside the CODA warehouse, CODA shall be liable to pay the client, such amount as may be claimed in maximum from the insurance company. However, the client shall be paid only the net of ginning service fee and other charges due, if any, upon CODA's receipt the insurance proceeds.
